Simply plug into your computer via a mini USB cable (sold separately) and with the provided software you can load a game-backup/homebrew/rom. Then unplug it from your PC and play in your Virtual Boy.
See the “FB+ Manual Rev B” for more details. On how to use. Once you get the rhythm it is quite easy to load up a new game.

Please note, this is a simple Flashcard. You can only load one game at a time. It has no SD Card Slot.
It does not support games larger than 2MB. The full official VB library is less than 2MB and will work, but a few newer homebrews such as the full version of "Hyper Fighting" will not fit as it is bigger than 2MB in size.
